How do I apologize to my partner?

A good apology names what you did, takes responsibility and shows how you will change.
A good apology is specific, sincere and followed by action. It acknowledges how your behaviour affected your partner without making excuses.
Avoid "I'm sorry you feel that way," which shifts the blame.
What to include
Say what you did, acknowledge the impact, take responsibility and explain what you will do differently.
Example
"I'm sorry I snapped at you and brushed off your concerns. That was unfair, and I will listen before I react next time."
Then follow through
Give them space if they need it and do not pressure them to forgive you immediately. Change in behaviour is what makes the apology believable.
